Sarvis, Stark to Lead Capital Program, Innovative Project Delivery
Team Brings Experience Delivering Complex Projects on Schedule, Below Budget
INDIANAPOLIS – Indiana Department of Transportation (INDOT) Commissioner Michael B. Cline announces new responsibilities for Deputy Commissioners Sam Sarvis and Jim Stark. Sarvis has been named Deputy Commissioner for Capital Program Management and Stark will serve as Deputy Commissioner for Innovative Project Delivery.
“Sam Sarvis and Jim Stark have delivered two of the nation’s largest project infrastructure projects, Interstate 69 and the Ohio River Bridges Project, on schedule and below budget,” Commissioner Cline said. “They will apply this experience to enhance the delivery of INDOT’s entire capital program, including large, innovative projects.”
Since 2009, Sarvis had led all aspects of development and construction of the Interstate 69 extension in southwest Indiana. Sarvis will now lead INDOT’s Capital Program Management team comprised of Project Management, Utility and Railroad Coordination, and Construction Management.
Stark’s new focus as Deputy Commissioner of Innovative Project Delivery will be on building major projects such as the Bridges Project’s East End Crossing, Illiana Corridor and Interstate 69 in the most cost-effective manner for Indiana taxpayers.
Sarvis and Stark previously served as District Deputy Commissioners in southern Indiana. Stark was named to oversee Seymour District in 2009 following nearly three decades of private sector experience in business and project management. Sarvis has been involved with INDOT activities in southwest Indiana since 2005, when he was first tapped to lead the Vincennes District.
