Taylor legislation focuses on education, job creation and transparency

INDIANAPOLIS—The Indiana General Assembly has begun to advance a number of proposals during the 2013 legislative session. State Senator Greg Taylor (D-Indianapolis) has authored a number of bills including initiatives to address job creation, childhood development and elections transparency.

Child care safety and curriculum
In an effort to ensure child care providers are complying with safety standards, SB 305 would require home child care providers run national criminal history background checks on all employees and volunteers in order to receive state funding. The initiative would also require providers to meet minimum safety, health, food and sanitation standards before receiving federal and state funding.  

SB 301 provides that to receive state funding, home child care providers must develop and utilize a curriculum that complies with the Department of Education’s Foundations to the Indiana Academic Standards for Young Children. The home child care provider would also document the daily activities of that curriculum and the training of the program director and all caregivers.

“New hire” tax credits for Hoosier small businesses
“New hire” tax credits for smaller employers would provide Indiana’s small businesses with the same tax benefit for new hires that is available to larger companies under the New Employee Tax Credit established in 2010. Senate Bill (SB) 427 would eliminate the 10-employee minimum qualification now required under the program, providing any sized business with a tax credit equal to 10 percent of the wages paid for qualified new hires during a 24-month period. 

Access to Universal Pre-Kindergarten
Access to early childhood education means Hoosier children would have the opportunity to score higher on achievement tests, graduate from high school at a higher rate and be more likely to attend college or another form of higher education than students who don’t have access to pre-kindergarten.  SB 602 would require the Indiana Department of Education (DOE) to establish standards, requirements and guidelines for approving preschool education programs for children four years of age. 

Restricting employer use of consumer credit history in hiring
Sen. Taylor’s proposal keeps individuals from being held back from gainful employment for past financial decisions. Under SB 299, an employer would be prohibited from using an applicant’s credit history for hiring and employment purposes with exceptions for some careers. 

Independent Redistricting Commission
To improve election transparency and competitiveness, SB 302 establishes an independent commission dedicated to researching and creating new district lines for General Assembly and congressional districts. The commission would be authorized to hold hearings, take public comments and work with the Legislative Services Agency (LSA), the non-partisan information gathering service for the General Assembly, about the placement of district lines.
