INDIANAPOLIS – The Medical Licensing Board of Indiana voted today to indefinitely suspend Dr. Frank Campbell’s medical license for pre-signing blank prescription pads for his staff to use independently.

Campbell is the former medical director of the Madison County Community Health Center (MCCHS). In August of 2013, Indiana Attorney General Greg Zoeller’s office filed a licensing complaint against Campbell for failing to supervise physician assistants and for providing mid-level practitioners pre-signed prescription pads for controlled substances which is illegal.

According to the complaint, Campbell wrote 14,000 prescriptions in 2012, but he only saw about 60-70 patients during his three-day work week. Campbell cannot petition the board to have his license reinstated for at least one year, and must pay a $3,000 fine plus costs. 

“Public safety is our top concern and license holders who misuse their ability to prescribe addictive controlled substances must be held accountable,” Zoeller said. “This case represents just a slice of the state’s overall effort to curb Indiana’s prescription drug abuse epidemic.”

In May of 2013, Campbell surrendered his Drug Enforcement Permit and Indiana Controlled Substance Registration (CSR) after admitting to using pre-signed prescription pads for two physician assistants and even nurse practitioners to use when he wasn’t seeing patients.

In 2007, Campbell came out of retirement to serve as staff physician and soon after became the chief medical officer at the MCCHS, which includes an Elwood clinic, Anderson clinic and a school-based clinic in Alexandria. Prior to serving as a staff physician, Campbell also served on the board of directors of the clinic.

Zoeller and the Indiana Drug Abuse Task Force launched www.BitterPill.IN.gov and a statewide public awareness campaign which includes radio and TV commercials about prescription drug abuse. The website serves as a one-stop-shop for consumers to find information about the epidemic and where they can go to get help.

The Licensing Division of the Attorney General’s Office has filed disciplinary complaints with the Indiana Medical Licensing Board against the licenses of 15 physicians accused of overprescribing pain medication.
