[R67] Approaching the midway point

Entry Description
This session is already flying by as we are closing in on the midway point. Because this is not a budget year, we are only in session for a total of 10 weeks. As you can imagine, those 10 weeks fill up quickly. 

Our calendar last week was full of deadlines as bills had to be out of committee and discussed in the House chamber for amendment. Monday is the Third Reading deadline, which is the last day the House can consider House bills before bills change houses. Here’s a highlight of two important bills that I supported before our deadline. 

On Wednesday, House Bill (HB) 1183 passed the House by a vote of 97-0. I coauthored this bill because I believe it is a great supplement to some of my past legislation which has aimed to encourage our use of clean energy and foster a more sustainable Indiana. 

HB 1183 requires recycling businesses to submit a completed recycling activity report to the commissioner of the Department of Environmental Management each year beginning in 2015. The commissioner will then be required to submit an annual written report summarizing this information to the Environmental Quality Service Council. 

Perhaps most importantly, this legislation establishes a state goal of recycling at least 50 percent of all municipal waste by 2019. This is simply a goal; there is no penalty for non-compliance, however I think this is an important first step towards advancing recycling. Ultimately, this will cut costs across the state and avoid additional impact to the environment.    

The next day, HB 1181, to which I was the author, also passed the House on third reading by a vote of 92-0. This bill provides that a school corporation career and technical education center may receive an advance from the Common School Fund. The Southeastern Career Center in Versailles is operated by a cooperative of 5 area schools. This career center partners with local businesses, such as Cummins, to provide technical education. Having been built in the 1960’s, this center is in need of upgrades; however they have been unable to do so due to a lack of construction money. 

This bill will allow the Southeastern Career Center, as well as the other 4 cooperatives across the state, to receive money from the Common School Fund to make necessary improvements. While this money is a loan that will eventually have to be paid back, it puts our state cooperative schools on the same playing field as a traditional school. 

In addition, cooperative schools are not currently eligible to receive a grant from the Indiana Safe Schools Fund. This fund was established by the General Assembly in 2013 and provides grants to enable school corporations and charter schools to establish programs to employ a school resource officer, conduct threat assessments of school buildings or purchase safety equipment and technology. HB 1181 changes that as well and will allow a school corporation career and technical education center to receive grants from this fund.
