A cornerstone of our structure is a network of regional partners to enhance the delivery of services and move the decision-making about IAC funds closer to the people. Arts providers have better access to services and there is increased public awareness and advocacy for the arts at the community level.
The Regional Arts Partnership allows increased and improved delivery of services and grant funds on a regional level rather than previously from a central office.
The purpose of the Partnership is to provide a regional delivery system that is responsive to the needs of each region and provides more direct delivery of grants and services to communities; and to provide citizens a more direct role in the allocation of state resources to enhance the cultural development of their communities through the grantsmaking and needs assessment processes.
The IAC will work with its regional partners in this service delivery, and will also build additional programs to augment the regional delivery. The IAC will continue to assess opportunities for additional programs and services based upon needs assessment, effectiveness of similar services, and available resources.
Regional Block Grant
This amount will be based on historical levels of IAC organizational support for small arts organizations and for arts projects of schools and other community-based organizations. These funds are allocated using a formula that takes into account regional per capita population and are to be utilized solely for re-granting within each region.
Arts Development Services
Each Partner will receive $35,000 for arts development services. Additional funds in addition to the base may be allocated for regions that demonstrate innovative programs and services and exceptional outreach to underserved or targeted constituents. The four core services are: grantsmaking and grants management; technical assistance; information and referral; and cultural needs assessment and planning.
Community Arts Programs
Only those Regional Arts Partners whose mission is to provide local arts programs and services are eligible to request funds for Community Arts Programs: activities designed to provide public access to educational opportunities where Indiana citizens can learn about the arts, experience art forms, participate in, and enjoy arts and cultural activities. Regional Partner may plan and deliver these arts activities directly and/or contract with other providers through a grant making process.
From June 1995 through June 1996, IAC cultural resource development research indicated that communities needed better access to technical assistance to further the financial, managerial, and artistic development of arts providers. They also wanted more involvement in the decision-making process for the allocation of state resources for the arts.
IAC developed a Strategic Plan in 1996 that identified opportunities for partnerships with other nonprofit agencies to enhance the delivery of services. A cornerstone of the plan is the development of a statewide network of regional partners which would assist IAC not only in the allocation of grant funds on a regional basis, but would extend the impact of the Commission through the regional delivery of other services related to technical assistance.
