To save more lives on Indiana roadways, the Governor's Council on Impaired & Dangerous Driving, a division of the Indiana Criminal Justice Institute, is proud to partner with the National Highway Traffic Safety Administration for the Click It or Ticket seat belt campaign.
Click It or Ticket uses high visibility enforcement, aggressive public information and education and intense media coverage to send the message to motorists that if they do not comply with Indiana's seat belt and child restraint laws they will receive a ticket.
The campaign depends heavily on educational media messages to create public awareness that seat belts save lives and to let people know that if they fail to properly restrain themselves or thier children they will receive a ticket. Research has shown, however, that media messages alone are not enough - behavioral change is more likely to occur when media messages are coupled with high visibility enforcement efforts.
Consequently, Indiana's Click It or Ticket campaign is comprised of a five-week earned media campaign; a three-week paid media campaign (television, radio, billboards, print ads, etc.); and a two-week period of high visibility enforcement during which seat belt enforcement will be conducted by law enforcement agencies across the state.
According to the state's seat belt observational survey conducted in June 2008, Indiana set an all time high seat belt usage rate of 91.2 %. While passenger car showed the highest rate of all vehicles at 94.5%, pickup truicks showed the lowest usage rate at 78.7%.
According to ICJI, pickup truck drivers and passengers have the lowest seat belt usage rate among all vehicle types in the state. Of the pickup truck occupants killed in 2007, only 28% were known to be restrained. Given their lower seat belt usage, pickup truck occupants are at a higher risk for serious injury or death.
