The following resources include guides for developing institution emergency operation plans, training opportunities and the new Emergency Management Virtual Toolkit from the U.S. Department of Education.

Guide for Developing High-Quality School Emergency Operations   The guide was developed by the U.S. Department of Education, U.S. Department of Health and Human Services, U.S. Department of Homeland Security, U.S. Department of Justice, the FBI and FEMA. It provides lessons learned from school emergencies, and highlights the importance of preparing school officials and first responders to implement their emergency operations plans.

Guide for Developing High-Quality Emergency Operations Plans for Institutions of Higher Education  The guide is another collaborative effort on the part of the agencies responsible for the previous guide. It discusses the following:  principles of emergency management planning for institutions of higher education, the development process, implementation, and continually refining an emergency operations plan with community partners.

Campus Attacks: Targeted Violence Affecting Institutions of Higher Education   This document was compiled by the U.S. Secret Service, the U.S. Department of Education and the FBI. The report addresses fundamental questions regarding where, when and how these incidents occurred, and captures information concerning the offenders and their relationships to their colleges or universities.

Crisis Management for School-Based Incidents (Rural Domestic Preparedness Consortium (RDPC))  This course provides an opportunity for school administrators to educate themselves and their staff on how to effectively respond to an emergency involving a school building or an entire school system.

Crisis Management in a Rural School: Webcast (RDPC)  This webcast introduces techniques for both school systems and first responders to use as a part of a coordinated response to an emergency.

Multi-Hazard Emegency Planning for Schools (FEMA.gov)  This course discusses information regarding the development and maintenance of a school emergency operations plan.
