The Taxpayer Advocate Office (TAO) at DOR helps Indiana taxpayers. TAO handles complex problems for customers who have already talked to Customer Service or the Payment Services Division.
If you haven’t already, contact DOR Customer Service by sending a secure message through the INTIME customer portal. Or call 317-232-2240 between 8 a.m. to 4:30 p.m. ET.
TAO also assists customers who feel they may have been treated in a way that violates their Taxpayer Bill of Rights. You can report these instances to taxadvocate@dor.in.gov, or by phone at 317-232-4692 or by fax at 317-232-5425. Or mail:

If you can document your attempts to resolve your issue through Customer Service or have not received a response within 120 days, then you may apply for assistance using Form TAO-PRP.
You can also contact TAO if you have experienced:
- Loss due to disaster
- Severe financial problems
- Severe medical conditions
- The loss of a family member
- What happens if I cannot pay my taxes by the deadline?
If you have had financial or medical hardships or your source of income has been or is about to be cut off, then you may qualify for the Hardship or the Offer in Compromise programs.
- Hardship
The program allows you more time to pay through a payment plan. Your tax bill could also be put on hold for a time period, as long as a payment plan is made.
The Hardship program assists customers who:
- could lose their source of income because of a tax debt,
- experienced a critical or terminal illness or disability,
- personally suffered a great loss due to a natural disaster or other uncontrollable event, or
- recently lost their job.
The Hardship program cannot cancel the outstanding taxes you owe.
You must submit a Hardship Financial Statement.
- Offer-in-Compromise
An Offer-in-Compromise allows you to settle your tax debt for less than what you owe. Submit Form FS-OIC along with supporting documents. If your offer is accepted, you have 60 days to pay.
- Tax Warrant Expungement Requests
TAO can erase tax warrants from records.
- Active-duty service members who owe taxes
DOR can assist active-duty service members in the U.S. Army, Navy, Air Force, Marine Corps, and Coast Guard through the Indiana Servicemembers Civil Relief Act.
