Statewide Independent Living Council

The Statewide Independent Living Council for Indiana was established by federal and state law and is composed of people from various parts of the state. SILC members are people of different backgrounds with different experiences. It includes people with disabilities and was formed to promote independent living and the philosophy of independent living that affects people with disabilities in Indiana. Members of the council are appointed by the governor. The governor selects members after soliciting recommendations from the council and representatives of organizations representing a broad range of individuals with disabilities and organizations interested in individuals with disabilities. There is no limit on the number of SILC members on the council, but of the members, at least 51% are persons who are: (I) individuals with disabilities; and (II) are not employed by any state agency or Center for Independent Living. Other members may include parents and/or guardians of persons with disabilities, advocates, people representing providers of services including CILs, representatives from private businesses and community organizations and representatives from state agencies.

The council values the belief that individuals with disabilities should have the same civil rights, choices, options and control over choices in their lives as do individuals without disabilities. This is accomplished by the SILC through state planning to develop and expand independent living services and the independent living philosophy throughout the state.
