Emergency Conservation Assistance Program (ECAP)
  • Emergency funding from the State Soil and Conservation Board that is allocated to qualifying local Soil and Water Conservation Districts that sustained severe damage for land rehabilitation. 
  • Suggested projects include tree plantings, soil testing, incentive programs, cover crop plantings, temporary fencing, pasture restoration, custom application of manure, transportation cost, renting/leasing of equipment, technical assistance, constructed wetlands, education/outreach, and matching at the federal/state/local level.
  • Program objectives, guidelines and funding vary by county.

Emergency Conservation Program (ECP)

  • Emergency funding to rehabilitate farmland damaged by natural disasters
  • Sign-up periods - Producers should check with their local county USDA Farm Service Agency offices regarding ECP sign-up periods, which are set by county USDA Farm Service Agency committees.
  • Up to 75% of the project paid for by the federal government (remaining 25% qualifies for Treasurer's Conservation Assistance Program)
  • Deadline: Incremental 20 day sign ups. Check with USDA Service Center for official deadline

Emergency Watershed Program (EWP)

  • Emergency funding to relieve hazards to life and property, including debris removal, stream protection, cover crops, conservation repair, and the purchase of flood plain easements
  • Must have a local sponsor (such as a group or government entity)
  • Cost share can be cash or in-kind
  • Up to 75% of the project paid for by the federal government (remaining 25% qualifies for Treasurer's Conservation Assistance Program)
  • Deadline: Ongoing sign ups. Check with USDA Service Center for official deadline.

Conservation Reserve Program (CRP)

  • Emergency funding to relieve hazards to life and property, including debris removal, stream protection, cover crops, conservation repair, and the purchase of flood plain easements
  • An opportunity to secure assistance to implement conservation needs on private lands 
  • Land retirement to decrease erosion and safeguard ground
  • Receive annual rental payments and cost-share assistance  
  • Establish long-term, resource conserving covers on eligible farmland
  • 10-15 year contract
  • Must have a local sponsor (such as a group or government entity)

  • Offers  low interest loan to producers who qualify for one of the above programs
  • Assist with the required matching funds 
  • Applicant must live in one of the declared federal disaster counties or in a contiguous county
