State Quantity Purchase Agreement (QPA)

To provide the greatest air quality benefit for the best cost, the Indiana Department of Environmental Management’s Office of Air Quality conducted two formal competitive bid processes for state Quantity Purchase Agreements (QPAs) for U.S. EPA Verified diesel oxidation catalysts (DOCs) and diesel particulate filter (DPF) mufflers in bulk quantities. These QPA opportunities were made available to any interested vendor that could provide the technologies and meet the specifications of the solicitation. After careful consideration, the State of Indiana awarded the QPA for DOC mufflers to Dickinson Fleet Services, LLC and the QPA for DPF mufflers to Cummins CrossPoint, LLC. These QPAs allow any state agency and/or political subdivision, such as municipal, school, and public transportation entities, to purchase DOCs and/or DPFs for the negotiated prices of only $787 per unit and $5,737 per unit, respectively. The majority of the retrofit projects referenced below have or will utilize DOCs or DPFs purchased through these state QPAs.
