The Indiana American Water system at Kokomo is recognized for having an active local planning team, meeting four times over the past 3 years and successfully preparing their Phase II update. Serving a population of over 55,000 people, they supplement their surface water supply with 17 wells located in 3 well fields. Several changes in pumping have occurred over the past 2 years with the proper sealing and abandonment of several wells and the drilling of 3 new wells. Going above and beyond the state requirements, the capture zones for the new wells were delineated out to a 10-year time of travel boundary. All contaminant source inventories were updated and given a priority ranking for their Phase II report to IDEM. Under the leadership of their local planning team, groundwater protection overlay districts are being considered at both the city and county levels. Considerable effort has also been made to update lease agreements for sanitary set-back areas with property owners and to keep communications open. Road signs are planned in the near future. Security of wellheads has long been a priority for this system incorporating chain-link fencing, padlocked entrances, and video monitoring SCADA systems. Storm water and wellhead protection education has been conducted in cooperation with the Wildcat Guardians, a local watershed group.
