Mike began his career as a secondary teacher and coach. He then spent approximately ten (10) years as a public sector labor negotiator with Bose McKinney & Evans, representing school boards in collective bargaining with teachers. Mike was also Director of Administration for the firm. He spent a total of over twenty-five (25) years as administrator and Chief Operating Officer of four prominent Indianapolis law firms and one CPA/consulting firm. He later spent four (4) years as a consultant to the legal industry prior to joining IEERB as Chairman in June, 2006.
Mike was very active in the Association of Legal Administrators, serving as president of the state association and as member of the Board of Directors of the 10,000 member international association. He is the current president of the Board of Director of Behavior Corp, (formerly Tri-County Mental Health).
Mike has a B.S., 2 Master's degrees and an Ed.D. all in education from Indiana University. He is also a certified civil mediator.
Dr. Skinner has over 33 years of successful teaching and administrative experience in public education. His responsibilities have included classroom teaching, coaching, assistant principal, principal, director of secondary education, and superintendent of schools. He also acted as an educational consultant for three and a half years.
Dr. Skinner holds a doctorate of education in school administration from Indiana University. He currently serves as a development officer at a community foundation in Angola, Indiana.
Stephen L. Hayford is a professor in the Kelley School of Business at Indiana University-Bloomington, teaching courses that focus on dispute resolution and business ethics. He is also Visiting Professor of Dispute Resolution at the Straus Institute for Dispute Resolution at Pepperdine University School of Law in Malibu, California. Dr. Hayford holds a B.S. in Business Administration from the University of Evansville (Indiana), an MBA from the University of Arizona, a Ph.D. in Business and Economics from the University of Iowa, and a J.D., Summa Cum Laude, from Indiana University School of Law-Bloomington.
Dr. Hayford has served as an arbitrator and mediator of employment disputes for over 27 years. He is a long-standing member of the prestigious National Academy of Arbitrators and has served on its Board of Governors. His extensive mediation and arbitration experience is complemented by his work as an interests-based bargaining facilitator for a variety of clients in several industries. He also lectures widely on employment arbitration and mediation and serves on numerous national ABA and other CLE and executive education programs.
