Chris Atkins (Chairman):

Chris Atkins was appointed by Governor Michael R. Pence as Director of the Indiana Office of Management and Budget on January 14, 2014. As OMB Director, Chris serves as the chief state fiscal office.  He is Chairman of the Indiana Finance Authority and is a member of the Indiana Public Retirement System board of trustees, the State Budget Committee and the Board of Finance.  The State Budget Agency, Department of Revenue, State Board of Accounts and the Department of Local Government Finance report to Director Atkins.  Also, Chris serves as the State Budget Director.

Prior to his appointment by Governor Pence, Chris was the Policy Director for Mike Pence for Indiana.  He played a major role in developing 13 policy white papers and the Roadmap for Indiana. 

In December 2011, Chris joined the Friedman Foundation for Educational Choice as Senior Fiscal Analyst.  He worked on projects including analyzing fiscal savings from school choice programs and school funding formulas, funding mechanisms for education, and integrating vouchers into state education funding formulas. 

In 2008, Chris Atkins was the General Counsel and Policy Director at the Indiana Office of Management and Budget, where he advised Governor Daniels and senior administration officials on tax and fiscal policy and helped develop and implement Governor Daniels’ tax and fiscal policy agenda. Chris was part of the leadership team that designed and implemented Governor Daniels’ historic property tax reform plan that cut state and local taxes by $600 million annually and capped homeowners’ property taxes at 1% of assessed value. Chris also designed and crafted Governor Daniels’ legislation for the automatic taxpayer refund, local government reform, preventing municipal bankruptcy, and corporate tax reform. Chris’ other duties included reviewing fiscal policy legislation on behalf of the governor, overseeing the legal counsels and legislative liaisons at all six OMB agencies, and reviewing and clearing all state agency regulations on behalf of OMB. 

Before joining Governor Daniels’ team, Chris was Senior Tax Counsel and Director of State Fiscal Projects at the Tax Foundation, where he specialized in analyzing federal, state and international tax policy from a legal and economic perspective. While at the Tax Foundation, Chris testified before many tax and budget committees in state legislatures and co-authored the Tax Foundation’s State Business Tax Climate Index, several amicus briefs submitted to the U.S. Supreme Court, and numerous studies on state tax reform and multi-state business tax issues. Chris’ work at the Tax Foundation received citations in numerous media sources, including the Wall Street Journal, USA Today, the Detroit News, BBC World, and State Tax Notes.

Before joining the Tax Foundation, Chris was Director of Tax and Fiscal Policy at the American Legislative Exchange Council (ALEC), where he worked with state legislators nationwide to develop and implement fiscal policies consistent with the Jeffersonian principles of free markets and limited government. Chris’ work at ALEC was also cited in numerous media sources including the New York Times.

Chris graduated from Wabash College in Crawfordsville, IN, with a B.A. in economics and political science, and also holds a law degree and masters in public affairs from Indiana University—Bloomington. He is a member of the state bar of Indiana. 

Richard Mourdock (Member):

Richard Mourdock was elected as Indiana State Treasurer in 2006. He brought to the office a 30-year record as a business executive in the Hoosier energy, construction and environmental industries.

Mr. Mourdock served two terms as County Commissioner of Vanderburgh County (1995 to 2002), where he gained a reputation as a results-oriented leader by setting goals and measuring progress.

Mr. Mourdock serves as Indiana's Chief Investment Officer, where he seeks to maximize the return on the state's investment portfolio, and serves on a total of 13 boards and commissions in his official position. Finally, Mr. Mourdock serves as the Vice Chairman of the College Savings PlansNetwork and Midwest Region Vice President of the National Association of State Treasurers.

Mr. Mourdock holds a M.S. degree in Geology from Ball State University and a B.S. degree from Defiance College in Ohio. He is a licensed Professional Geologist. During his time as County Commissioner, he became and continues to be self-employed as a private consultant in the environmental and energy businesses. Prior to beginning his consulting practice, he spent 16 years as a top executive with Koester Companies, Inc. Mr. Mourdock and his wife, Marilyn, live near Evansville, Indiana. 

Mr. Mourdock, as the State Treasurer, is a statutorily required IFA member.

Bud Melton (Member):

Owen B. (Bud) Melton, Jr. retired on December 31, 2003 as President and Chief Executive Officer and a member of the Board of Directors of First Indiana Bank, N.A., a national bank, and as President and Chief Operating Officer and a member of the Board of Directors of First Indiana Corporation. Before being elected President of First Indiana in October 1983, Mr. Melton held the position of Chairman, President and Chief Executive Officer of Diamond Savings and Loan Company, Findlay, Ohio. Prior to his arrival at Diamond Savings and Loan Company, Mr. Melton held the position of Executive Vice President and Chief Operating Officer of Skokie Federal Savings and Loan Association, Skokie, Illinois.

Before his experience at Skokie Federal, Mr. Melton served as the Assistant to the Chairman and Chief Administrative Officer of the Federal Home Loan Bank Board in Washington, D.C. The Federal Home Loan Bank Board was the predecessor independent federal agency to the current Office of Thrift Supervision of the Department of Treasury. As Chief-of-Staff of the Federal Regulatory Agency charged with the supervision and regulation of all federally-insured and federally-chartered savings and loan associations in the nation, his responsibilities included the Federal Savings and Loan Insurance Corporation, the Federal Home and Mortgage Corporation, the Neighborhood Reinvestment Corporation and the twelve regional Federal Home Loan Banks.

A graduate of Indiana University, Mr. Melton received a B.S. degree in Finance. He completed the graduate program of the Graduate School of Savings and Loan at Indiana University, Class of 1982, and was elected President of his class. Mr. Melton served in the active duty of the U.S. Air Force in various Air Force bases including California, Okinawa, Republic of South Vietnam, Thailand and Delaware.

Mr. Melton was reappointed in May 2010 to continue his service as an IFA member through May 15, 2014.

Harry F. (Mac) McNaught, Jr. (Member):

Harry F. (Mac) McNaught has served as President/CEO of Denison Properties since 1991, and initiated its development of mixed-use business parks and other mixed-use developments in metropolitan Indianapolis. Preceding his role at Denison Properties, in 1979 Mr. McNaught joined Baker and Daniels law firm where he became a partner in 1985, and specialized in real estate and land use law. Mr. McNaught serves as the Senior Director to the Saxony Development located at Exit Ten in Hamilton County, Indiana, and as a Trustee of Wabash College. Mr. McNaught graduated from Wabash College and from Duke University School of Law.

Mr. McNaught was appointed in March 2010 and will serve as an IFA member through May 15, 2011.

Kerry M. Stemler (Member):   

Kerry is president and CEO of KM Stemler Co Inc, a commercial and industrial general contracting firm with projects in Southern Indiana/metro Louisville, which was incorporated in 1981.  He is President and CEO of KM Stemler Trucking Inc, a commercial carrier of specialized heavy construction equipment and machinery in Indiana, Kentucky regions. He has ownership of multi real estate development holdings engaged in commercial property leasing and development. He was appointed to the Ohio River Bridges Project Commission on July 15, 2009.  He was appointed by Governor Daniels to the Ohio River Bridges Bi-State Authority on December 4, 2009 where he serves as co-chair.  He chairs the Construction and Finance Committee for the Ohio River Bridges Bi-State Authority.  He serves on the following:   Board of Directors (Chair Elect 2013) and Executive Committee of the Indiana State Chamber of Commerce; Co-Chair the Board of Directors and Executive Committee of the Advanced Manufacturing and Logistics Network for GLI; Board of Directors of the Louisville Zoo; Board of Directors and Executive Committee of Conexus Indiana Executive Council; Board of Directors of Regional Leadership Coalition; Board of Directors (Chair Elect 2013) and Executive Committee of Greater Louisville Inc, The Economic Development and Chamber Organization for the Greater Louisville region; Chairman of the Board of Directors of Your Community Bank; Chairman of the Directors Loan Committee of Your Community Bank; Board of Directors of Community Bank Shares (a publically traded company). He previously served as President/Chairman on the Boards of One Southern Indiana, Goodwill BridgePointe Services, Carnegie Center of Art & History, and Floyd Memorial Hospital Foundation. 

Mr. Stemler was appointed in September 2012 and will serve as an IFA member through May 15, 2016.
