Federal Government Shutdown

IHCDA has been securing information from each of our federal funding partners concerning the potential federal government shutdown which would take effect at Midnight on Monday, September 30th.   Each federal funder has created its own specific shutdown contingency plan, which you may access here for greater detail:  http://www.whitehouse.gov/omb/contingency-plans

General guidance for all programs:


• State (IHCDA) staff will be available for program and claims questions.  IHCDA will continue to be open from 8am-5pm, Monday-Friday.
• Federal level administrative staff will not be available for questions or problems. 
• Claims will be processed for those awards already approved (ie 2013 awards). 
• Some 2014 grants which start on October 1 will not be issued until the Continuing Resolution or budget is approved.

The following grants will continue to accept claims and will be paid in IHCDA’s normal processing cycle.  Grantees may continue with the close out process for those grants ending 9/30/13.

EAP/LIHEAP
LI-013-XXX – funded with federal 2013 approved LIHEAP funds.
LI-014-XXX – funded with federal 2013 approved carryover LIHEAP funds and state funds – grant agreements will be emailed 10/1/13
IR-013-XXX – funded with state funds

CSBG
CS-013-XXX – funded with federal 2013 approved CSBG funds

Weatherization/LIHEAP
WX-013-XXX-C – funded with federal 2012 approved carry over DOE funds
WX-013-XXX – funded with federal 2013 approved DOE funds
HEC-013-XXX - funded with federal approved DOE ARRA funds
SE-013-XXX - funded with federal approved DOE ARRA funds
WL-013-XXX – funded with federal 2013 approved LIHEAP funds
WL-014-XXX – funded with federal 2013 carryover LIHEAP funds and state funds – grant agreements were emailed late last week
WS-013-XXX – funded with state funds
EN-012-XXX and EN-013-XXX – funded with utility funds

Individual Development Accounts
All current grants are available to claim

Housing Choice Voucher Program
October HAP and Administrative payments will be paid on time.

Hardest Hit Fund
No impact to the pipeline.  Closings will proceed as normal.

IFPN
State funding; no impact

Single Family Programs (MCC, Your Home, Next Home)
Not supported by federal funds; no anticipated impact.  Closings will proceed as normal.

Affordable Housing and Community Development Fund
State funding; no impact

Will continue to be available

ESG
HUD software system IDIS is still active and will process claims:

ESG Funded 2013-2014 programs will continue
ESG Rapid Rehousing and Homeless Prevention 2013-2014
ESG Rapid Rehousing 2011 sub recipients
ESG Rapid Rehousing 2012 sub recipients

HOPWA
HUD software system IDIS is still active and will process claims:

HOPWA grants 2013-2014

TBRA
HUD software system IDIS is still active and will process claims:

TBRA grants will still continue for Connected by 25 and Aurora, Inc.

S+C
Grants that are in their 5 year grant cycle - still continue to send in claims for the programs.  Loccs system for S+C reimbursement will still be active for 2013.

PSH

Grants that are in yearly renewals cycle – still continue to send in claims for the programs.  Loccs system for PSH reimbursement will still be active for 2013. 

Real Estate 

IHCDA Real Estate Department does not anticipate being affected by the potential federal government shutdown. The IHCDA Real Estate Production Department continues the process of reviewing HOME applications and still anticipates award recommendations being made at the October 24, 2013 IHCDA Board Meeting.
