Indiana Lobby Registration Commission

Monday, September 8, 2003

2:00 p.m.

Indiana Government Center, Conference Room 2

Members present:   Dennis Heeke, Jan Abbs, James Torke

Members Absent:   Jon Krahulik

Staff present:          Sarah Nagy, Executive Director/Counsel

The meeting was called to order at approximately 2:10 P.M.   The Commissioners unanimously approved the minutes of the March, 2003, meeting.

Commissioners approved the decision of the Executive Director to require reporting of the first 10-months of activity on November 30, 2003, for the year 2003 only.  Commissioners acknowledged that this approach was most economical and comprehensible, in light of the recent statutory changes offered by SB 280.  Vice-Chairperson Jan Abbs recognized the individual input and consent given by all commissioners to the Director prior to the decision to require 10-months of activity on November 30, 2003.

Commissioners voted in favor of referring the following individuals to the Office of the Marion County Prosecutor, for failure to file year-end 2002 activity reports: Mark St. John, John Joanette, and Turae Dabney.  The Executive Director was instructed to send letters of prosecutorial referral.  None of these individuals appeared to give cause for their failure to file, and none have responded to the numerous certified letters and phone messages from ILRC staff.  

MISC

Staff report was given:

The Director has produced for printing the 2004 Lobbyist Handbook which shall be distributed to all lobbyists.  

An e-filing workshop will be held in October for all interested lobbyists.

The Director will be attending another COGEL conference in September, 2003.

Public comment was solicited but not tendered.

A moment of silence was had in support of Governor Frank O’Bannon, who suffered a life-threatening cerebral incident during the morning hours of September 8, 2003.
