Effective Immediately: NO electronic devices may be used during Certified Technician Program testing! This includes laptops, tablets, and smart phones. All materials may be printed for use during testing. A basic scientific calculator (without graphing function) may be used during testing.

INDOT developed the Certified Technician Program (CTP) as a means to increase the number of experienced professionals able to perform construction contract inspections. The Certified Technician Program is comprised of six areas of certification, with each exam lasting three hours:

  • Bridge Construction & Deck Repair
  • Concrete Paving
  • Construction Earthworks
  • Construction Procedures Part 1
  • Construction Procedures Part 2
  • Hot Mix Asphalt Paving

Starting with the January 1993 Highway Letting, persons performing the daily onsite inspection for any federally funded Local Public Agency (LPA) project must meet one of the following criteria:

  • Be a licensed Professional Civil Engineer
  • Hold a Bachelor of Science degree in Civil Engineering from an accredited university
  • Be certified under INDOT's Certified Technician Program

Qualifications & Training

To qualify through the CTP, the individual must be certified in the specific subject area (one of the six courses listed above) related to the type of work that comprises 50 percent or more of the total work to be done on the project. For example, certification in Bridge Construction and Deck Repair would be required for bridge projects. Certification is obtained by passing the applicable CTP course exams with a score of 70 or higher. All individuals will be notified by either phone or e-mail with the results of their exam.  

All training manuals are available at the bottom of this page.  The Indiana Standard Specifications manual is also used as supplemental material for the exams.  The examinee is allowed to use the course manual and INDOT's Standard Specifications manual during the exam. If an individual does not pass the test, they may retest 30 days after their the original exam date.

Individuals that are Certified HMA Field Supervisors shall be certified in the Hot Mix Asphalt Paving subject area and individuals that are Certified PCCP Field Supervisors shall be certified in the Concrete Paving subject area.

Certified Technician Program Testing Calendar & Registration

Listed below are the dates for the Certified Technician Program testing that INDOT sponsors.  On the specified date, the exam will begin at 8:30 a.m. and 12:30 p.m. and conclude each day at 3:30 p.m. (EST). Each participant may take one (1) exam in the morning and one (1) exam in the afternoon on the specified date.

Registration & Payment

The cost for the Certified Technician Program is $100 per exam. This fee is transferable or refundable if cancelled by 3:00 p.m. the day before the exam. Late cancellations may result in loss of payment.

Pre-registration and payment is required and is limited to the first sixty (60) registrations.

Payment must be received at least one week in advance of the exam date. Payments will not be accepted at the test site.
