The 2009 Indiana Rail Plan was developed as part of the Indiana Multimodal Freight and Mobility Plan to direct the State of Indiana’s future freight and passenger rail policy, provide a framework to guide future decisions regarding rail system investments, and ensure the efficient use of resources to support system wide objectives. The Rail Plan supports INDOT’s Long-Range Transportation Plan, and in so doing will address how rail freight and passenger mobility impacts the entire transportation system of Indiana.
The Plan was commissioned in 2007 prior to the Passenger Rail Investment and Improvement Act requirements (PRIIA) and therefore does not comply with PRIIA State Rail Plan requirements.

The
2002 Indiana State Rail Plan provides a broad view of the freight and passenger rail industry in the state. The plan details the importance of the state's freight industry in relation to the coal and agribusiness sectors of Indiana's economy. It outlines some of the benefits and challenges faced by Indiana's shortline railroads, particularly in the 15 rural counties served only by shortlines. The plan explains, in economic terms, the need to capitalize on the benefits and address the challenges associated with the state's rail industry. Also presented in this plan is a complete overview of recent passenger (intercity and commuter) rail planning activities as well as an analysis of existing Amtrak and commuter services.
