Following the success of last year’s Communications Vehicle "Rodeo" the Integrated Public Safety Commission requested a Technical Assistance grant from the U.S. Department of Homeland Security for a similar event. We are pleased to announce that, in partnership with OEC and the Indiana Department of Homeland Security, a Mobile Communications Vehicle (MCV) Exercise will be held April 15-16, 2013 in Indianapolis.

When: April 15-16, 2013

Where: Wyndham Indianapolis West Hotel; 2544 Executive Drive, Indianapolis, IN 46241

Who: Any mobile communication vehicle with up to 2 to 3 supporting staff

Why: The goal of the exercise is to ensure that MCVs are used efficiently and effectively during emergency response and special events and that vehicle operators/Communications Unit personnel are properly trained. Exercise objectives include:

  • Assess operational and technical resources and capabilities (Inventory communications equipment; provide vehicle typing; document, diagram and photograph MCV contents and capabilities).
  • Introduce and provide guidance for the MCV Standard Operating Procedure (SOP) template
  • Promote the programming and use of regional, statewide and national interoperability frequencies
  • Practice Communications Unit (COMU) skills and tasks outlined in COML, COMT and AUXCOMM classes

Lodging/Meals: IDHS will provide lodging through direct billing arrangements with the hotel. Lodging will not be provided for students residing within 50 miles of the training location. Participants who reside over 50 miles from the training location are eligible for overnight lodging on the 15th. Only those participants who reside 75 miles or more from the exercise venue are entitled to lodging the night before the exercise. Meals will be provided throughout the exercise.

Funding/Reimbursement: Funding will be provided for this exercise. IDHS will reimburse for fuel, overtime/backfill, and any satellite fees that could be incurred.

Security: Overnight security will be provided for this exercise. This security guard will patrol the parking lot with the mobile command vehicle; however, we encourage individuals to take valuables or personal items inside the hotel at night.

Draft Schedule: This is only a draft schedule for the two days of the exercise. A more detailed schedule will follow in the next few weeks that include arrival and departure times.

Day One

  • Morning - Arrive Indianapolis
  • Afternoon - Classroom time: rollout of SOP template, new CASM MCV data
  • Evening - "Rodeo" - MCVs open for networking/tours

Day Two

  • Test communications with other Districts and State Agencies
  • Once objectives are complete, stand down communications and begin to convoy back to home base
