Dear Children’s Special Health Care Services Participant:
We apologize for delays in payment of claims recently. This delay has been, in part, due to the implementation of our new Agency Claims Administration and Processing System (ACAPS). This system will allow the Children’s Special Health Care Services (CSHCS) Program to be compliant with the Health Insurance Portability and Accountability Act (HIPAA) and develop an electronic interface with the state Auditor’s office. ACAPS serves as a pilot project for all medical and service claims processed by the Indiana State Department of Health and paid by the state Auditor’s office.
We are pleased to report that the system is now paying claims once again. We are beginning to resolve some of the backlog but because of ACAPS start-up activities, some CSHCS participants and providers have experienced a delay with claim reimbursements. Additional modules of the system will become operational yet this month, which will improve performance even more. Those who regularly submit family travel mileage claims should note in particular that one of the many changes being made will provide for payment at the new rate of 34 cents per mile for claims submitted after January 1, 2004. This is an increase of 6 cents per mile, in keeping with the recent increase enacted by the State Department of Administration.
We appreciate your continued patience as we move forward with ACAPS and adjust to the complicated yet necessary new requirements. ACAPS has been designed to add speed and simplicity to the claims adjudication process, so we request your patience.
