The Public Hearing was on December 2, 2019, at 1:00 p.m. Eastern Time at PNC Center, 101 W Washington Street, Suite 1500 E, IURC Conference Center, Room 222, Indianapolis, Indiana 46204. To provide additional time for commenters to provide revised comments, the comment period was reopened from Febuary 10, 2020 to February 24, 2020. The Public Comment Period is now closed.

User Manual

The main purpose of this rulemaking is to explain the IURC’s electronic filing process and to add safeguards for how to file when electronic resources are not available.  In addition to the rulemaking, there is a companion General Administrative Order (GAO), GAO 2016-2, which states a user manual will be updated periodically as technology changes or administrative issues are discovered.  See http://www.in.gov/iurc/2898.htm for the latest version of the user manual.

Generally, the purpose of administrative rules is to codify those processes that remain relatively constant such as when it is appropriate to file a motion, what a petition should include, and how to intervene in a proceeding.  A GAO is more appropriate for items that can fluctuate due to technological advances or for ease of administration.  For example, a prior GAO discussed the appropriate Dots Per Inch (DPI) standard, but DPI is irrelevant in the new filing system, so the GAO was updated to remove the DPI requirement.   When reviewing the rulemaking, please note certain subjects will be noted in the GAO or in Docket Entries for flexibility.
