Commission staff suspended RM 15-03 based on the Federal Communications Commission’s Third Report and Order (FCC-16-38A1, issued April 27, 2016). The Third Report and Order obviated the need for RM 15-03 on many of the issues it addressed. The rulemaking may be reinstated in the future if necessary.
