INDIANA OFFICE OF ENERGY & DEFENSE DEVELOPMENT

The Office of Energy & Defense Development (OED) was established to enhance Indiana’s potential for linking energy and defense to foster economic development and national security.

OED works on the policy and implementation of programs dealing with clean-coal technologies, bioenergy and renewables as well as alternative fuels. OED is also responsible for Indiana’s Strategic Energy Plan, Hoosier Homegrown Energy.

OED coordinates its efforts with a myriad of partners including the OUCC and IHCDA to better provide Hoosiers with funding opportunities, easy access to information and vast resources for both energy research and development.

OED works closely with the U.S. Department of Energy, EPA and the ENERGY STAR program to maximize the resources available to Hoosiers.

INDIANA OFFICE OF UTILITY CONSUMER COUNSELOR

The Indiana Office of Utility Consumer Counselor (OUCC) is the state agency representing the interests of all Indiana consumers (residential, commercial & industrial) in state and federal utility regulatory proceedings. The OUCC is a formal party to all cases before the Indiana Utility Regulatory Commission (IURC) under state law, while also participating in Federal Energy Regulatory Commission (FERC) and Federal Communications Commission (FCC) proceedings that may affect Indiana consumers.

The OUCC’s Division of Energy Planning and Development provides internal assistance to the agency’s attorneys, accountants, economists and engineers that participate in regulatory cases, while assisting the OED and other state agencies in an advisory role on energy policy. Also, the agency’s consumer services staff can assist residential consumers and businesses with individual utility-related matters.

OUCC energy publications include:

  • Tips for reducing energy bills
  • Understanding electric and natural gas rates
  • Energy safety tips
  • An overview of Direct Load Control programs, saving consumers money while helping electric utilities manage power flows on peak demand days
  • An overview of Green Power billing options
  • A guide to state utility regulatory proceedings

INDIANA HOUSING & COMMUNITY DEVELOPMENT AUTHORITY

The Indiana Housing and Community Development Authority (IHCDA) implements its programs with the belief that growing Indiana’s economy starts at home. IHCDA is committed to making opportunities for all Hoosiers to live in safe, affordable, good-quality housing in economically stable communities.

IHCDA’s programs are aimed at helping families become more financially stable, put down roots, and climb the economic ladder. Two programs that help Hoosiers experience quality and affordable housing are the Energy Assistance Program and Weatherization Assistance Program.

  • The Energy Assistance Program provides financial assistance to low-income households to maintain utility services during the winter heating and summer cooling seasons. Program funding can be used to pay gas or electric bills. This program is implemented through the Community Action Agencies with outreach offices in every county.

  • The Weatherization Assistance Program provides comprehensive weatherization services to low-income households. Activities may include, but are not limited to, furnace and water heater health and safety evaluation, repair and replacement; insulation of the attic, sidewalls or other uninsulated areas; and air sealing of the structure. Services are designed to reduce energy consumption and utility costs for heating low-income homes.
