The Indiana Utility Regulatory Commission (IURC) issued an order in Cause No. 43463 on September 17, 2008, approving a settlement agreement among Citizens Gas, the Indiana Office of Utility Consumer Counselor (OUCC), and a group of the utility's industrial customers represented by counsel.

A public field hearing in this case was held on June 2, 2008. The OUCC issued a May 22, 2008 news release announcing the hearing and inviting consumer comments in the case.
