In Cause No. 43669, the Indiana Utility Regulatory Commission (IURC) is considering the requests of Vectren Energy Delivery, Citizens Gas and Northern Indiana Public Service Co. (NIPSCO) to continue their respective universal service programs to assist low-income consumers until Spring 2011.

The Indiana Office of Utility Consumer Counselor (OUCC) has filed testimony in support of the programs.

The federally funded Low-Income Home Energy Assistance Program (LIHEAP) and federally funded home weatherization programs are not at issue in this case. Natural gas universal service programs, providing assistance beyond LIHEAP, have been offered by Indiana utilities since 2004.
