Vectren Energy Delivery is offering a universal service program to assist low-income consumers under a September 2014 IURC order. In Cause No. 44455, the Commission approved a settlement agreement among Vectren, the OUCC, and a group of the utility's industrial customers. The OUCC filed testimony (Lorton and Poole) supporting the agreement on May 15, 2014.

Citizens Gas and Northern Indiana Public Service Co. (NIPSCO) are offering universal service programs under orders issued in November 2009 and December 2011. The OUCC filed    testimony supporting the programs in September 2009 and issued news releases in September 2009 and November 2009.

The federally funded Low-Income Home Energy Assistance Program (LIHEAP) and federally funded home weatherization programs were not at issue in these cases. Natural gas universal service programs provide assistance beyond LIHEAP. Indiana utilities have offered them since 2004.
