May 9, 2007
Dear Speaker Bauer and Members of the Indiana House of Representatives:
By the authority vested in me as Governor of Indiana, under the provisions of Article 5, Section 14, of the Constitution of the State of Indiana, I do hereby veto House Enrolled Act 1274, enacted during the regular session of the 115th General Assembly, which would limit the Indiana State Police's flexibility in making available vehicle accident reports in an efficient and cost-effective manner.
This bill, which was opposed by both the Indiana State Police and the Indiana Criminal Justice Institute, would put at risk the substantial financial savings -- estimated to be $1.1 million annually -- that have been achieved by the state's new electronic accident reporting system savings that have been used to put new state troopers on the road. In addition, it would jeopardize Indiana's outstanding data and technical reporting performance, as recognized by the National Highway and Traffic Safety Administration.
Sincerely,
Mitch Daniels
