House Enrolled Act (HEA) 1001-2013 makes changes to IC 21-13-2, the Minority Teacher and Special Services Scholarship, effective July 1, 2013. HEA 1001-2013 removed the special education and occupational and physical therapy fields from this scholarship beginning with the 2013-2014 academic year.

An individual is eligible for this Scholarship, if the individual:

  1. is a minority student (defined as Black or Hispanic);
  2. is admitted or already attends an eligible Indiana institution as a full-time student;
  3. intends to pursue or is pursuing a course of study that would enable the student, upon graduation, to teach in an accredited school in Indiana;
  4. agrees in writing to apply for a teaching position in an accredited school in Indiana following that student's certification as a teacher and, if hired, to teach for at least three years; and
  5. meets other minimum criteria established by the Commission for Higher Education.

Minimum criteria to receive state financial aid, including the Minority Teacher Scholarship, include:

  1. Be an Indiana resident and an eligible U.S. citizen or permanent resident;
  2. Complete and file the Free Application for Federal Student Aid (FAFSA); and 
  3. Not be in default on a federal student loan or in overpayment status on a federal student grant.  

The Minority Teacher Scholarship application must be completed by October 4, 2014. The FAFSA must be filed before a student can complete the online Scholarship application. It takes 5 to 7 business days from filing for the FAFSA data to be available in the state's system. Therefore, the FAFSA must be filed in time for the student to meet the application deadline.

To renew the Scholarship, a minority student who qualified for the initial Scholarship must maintain the cumulative grade point average (GPA) required for admission to the institution’s school of education or at least a 2.0 on a 4.0 scale or the equivalent if the school does not require a minimum GPA.
