Persons engaged in the business of manufacturing or assembling new motor vehicles or major component parts of motor vehicles, or both in Indiana and sells new motor vehicles to dealers, distributors, or the public must be licensed by the Secretary of State.  Looking to become a licensed vehicle manufacturer in the State of Indiana? Just follow the steps below and you will be on your way!

Step 1 - Important legal review

We encourage those wanting to obtain their vehicle manufacturer license in the State of Indiana to review the applicable state statutes and administrative rules regarding manufacturer licensing. Please read Indiana Codes 9-22, 9-32, and Indiana Administrative Code Title 75 before moving on to Step 2.

Step 2 - Completing the application

Complete the Application for Vehicle or Watercraft Dealer Business License (State Form 13215). In order to achieve superior service, accuracy and cost savings, please read the application and fill it out completely, and submit all required documents with the application. The following must be submited with the completed Application:

  • Application fee - click here to learn more
  • Background check - click here to learn more
  • Registered retail merchant certificate
  • $25,000 surety bond - click here to learn more about the bond requirements
  • Zoning approval - to be completed on the bottom of the application by local zoning board
  • Insurance (Certificate of Liability)
  • Copy of Valid Photo ID issued by a government agency
  • Photographs of the building, lot, sign and hours of operation
  • Copy of Certificate of Incorporation or Certificate of Organization from the Indiana Secretary of State’s Business Services Division
  • Federal Identification number provided bt the Internal Revenue Service
  • Franchise agreement (only needed if "New" is marked on the application).

Step 3 - Sign, seal and mail!

Once you complete all of the steps and ensure all paperwork is filled out correctly, send your documents to the following address:
