| Description of rule | Adds 465 IAC 3 as a new article concerning department administrative reviews and hearings, consisting of Rule 1 (purpose and definitions), Rule 2 (administrative reviews), and Rule 3 (administrative hearings). Provides administrative review procedures for certain determinations concerning (1) substantiated reports of child abuse or neglect; (2) administration of the adoption assistance and guardianship assistance programs; and (3) rates and payments for services to children placed by the department with residential treatment services providers or child placing agencies, consistent with current 465 IAC 2-16 and 465 IAC 2-17. Specifies hearing procedures for persons aggrieved by administrative review decisions, statutory procedures for enforcement of child support obligations for which hearings may be requested, distribution of child support payments received for recipients of temporary assistance to needy families, and denial or revocation of licenses that the department issues to operate foster family homes, child placing agencies, or residential facilities for care and treatment of children. |
