Disaster Behavioral Health

The Division of Mental Health and Addiction provides disaster behavioral health services to individuals in Indiana experiencing natural or human caused disasters. It is common to have different emotions and reactions to stressful events and additional support can help individuals navigate that experience and regain control of their life.

Resilience and Emotional Support Teams are composed of trained individuals ready to provide short-term emotional support to survivors, responders, and the broader community. REST utilizes Psychological First Aid and Skills for Psychological Recovery to help survivors navigate their emotions and decisions that are required after a disaster.

Mission

The Mission of Indiana’s Disaster Behavioral Health Program is to ensure consistent, comprehensive, and compassionate care for all individuals in Indiana experiencing a natural or human-caused disaster. REST, specializes in providing short-term emotional intervention, focus on practical needs, and providing referrals for further support.

REST can respond to the following type of disasters

  • Severe Weather – Tornado, flooding, earthquake
  • Mass Casualty Events – Infrastructure failure, building collapse, mass traffic accident
  • Public Health Emergencies – Pandemics, physical distancing support
  • Community Crisis – Mass violence event

  • How to request REST
    • Email requests to: IndianaDBH@fssa.in.gov
      • Please include the following information:
        • Name
        • Contact information
        • Message with request details

    A REST representative will be in touch within 2 business days.

    • If you are experiencing an emergency, please call 911.
    • If you, or someone you know is currently experiencing thoughts of suicide, a mental health or substance use crisis, or any type of emotional distress, please call or text 988 to reach Suicide & Crisis Lifeline and speak with a trained crisis specialist.
    • For referrals to additional community resources, call 211 or visit IN211.org.
    • To request a speaker from the Division of Mental Health and Addiction’s Disaster Behavioral Health team, submit a formal request here.
  • How to become a REST member

    Requirements

    • REST members are required to complete the following trainings:
      • Psychological First Aid (PFA)
      • Skills for Psychological Recovery (SPR)
      • National Incident Management System Training (NIMS) ICS - 100, 200, 700, 800
      • Question Persuade Refer (QPR) Suicide Prevention Training
      • REST members may also be required to participate in an orientation class, regular district meetings and continuing education.
