INDIANAPOLIS (March 24, 2005) -- Governor Mitch Daniels has named Susan Macey as Indiana?s Utility Consumer Counselor (OUCC) and Frances Kelly as the director of the Health Professions Bureau.
Macey will head the office that is responsible for ensuring reliable and satisfactory utility service at the lowest cost possible. Kelly will direct the bureau that licenses health care professionals and their respective boards.
Macey, a former Marion Superior Court judge, has a background in dispute resolution and extensive legal experience in state government and private practice. Previously, she practiced labor and employment law at the state and federal level for Barnes & Thornburg. She spent 12 years with the Marion Superior Court and also was legal counsel for the City of Indianapolis and the Indiana Senate.
In her new role, Kelly could also become responsible for the functions of the Professional Licensing Bureau. Legislation that is currently pending would combine the two functional areas, which currently share many administrative operations.
Kelly has been the Marion County chief deputy coroner since 1997. She worked as deputy director of the Medical Licensing Board and Health Professions Bureau in 1995 and 1996 where she supervised licensing of physicians and other healthcare workers and prepared administrative licensing actions that went before the board. Previously, she was the director of the Indiana Board of Pharmacy and Controlled Substances Committee.
Macey started her position on March 7, and Kelly?s first day was March 14.
