Welcome to the Indiana Horse Racing Commission (IHRC) licensing home page.  We are ready to help you obtain your racing license utilizing whatever option you chose below.

Some ways to apply:

1.)  Using our online application process is easy and accessible anywhere you are. Using Google Chrome, you can apply and pay for your license from any device.

2.)  For those who do not feel comfortable utilizing our online process, you can download a paper application from our website at Licensing Home

• Once your paper application is completed you can email (Inhorseracing@hrc.in.gov), fax, or mail your application to our licensing office.  (Please see below for the appropriate license office to send it to).

3.) If you are visiting the racetrack prior to the licensing office being open, we have paper applications available outside the office doors. If you complete your application at that time and want to submit it, you can drop it in the secure BLACK mailbox located in the parking lot.  Please make sure it is in an envelope or sealed in some manner to ensure your payment does not get misplaced.   You may also follow the steps in #2 to obtain and submit your application at your convenience.

Payment options include cash, check, money order, Visa, Mastercard, and Discover Card.

If you are planning to visit our licensing office in person, please plan accordingly.  Any preplanning you can do will save significant wait time in the office.

As a reminder: Applications without payment will be placed on hold until payment is received, and once payment is received for processing no refunds will be issued.
