Charles Carroll was the last surviving member of the signers of the Declaration of Independence upon the founding of Carroll County on January 7, 1828. As part of the 161st Old Settlers annual meeting, his likeness was revealed to highlight the uniqueness of the county’s namesake. Members of the chapter of DAR bearing Carroll’s name attended the meeting to receive an award for their contributions toward preserving the heritage of the county, state and nation.
