Indiana Finance Authority loans Brownfields Recovery Act Funding
Status Update: On December 13, 2012, the IFA closed a loan with the City of Richmond for $826,125 of hazardous substances Revolving Loan Fund (RLF) loan funding, including $328,000 om ARRA RLF and $498,125 in Regular RLF funds to be spent on remediation activities at the Former Richmond MGP site located at 16 East Main Street. With this loan, all of the Brownfields ARRA RLF hazardous substances funds have been obligated. Currently, there is an uncommitted balance of approximately $78,000 of Brownfields ARRA RLF petroleum funds available to be loaned on a first-come, first-served basis.
In summary, the Program has closed five loans using ARRA RLF funds: Elkhart ($600,000), Jeffersonville ($772,000), Goshen ($425,000), Columbus ($553,000) and Richmond ($328,000). All of the Program's Brownfields ARRA RLF petroleum and hazardous substances funds have been obligated.
Status Update: On December 29, 2011, the IFA closed a loan with the City of Columbus for $1.2 million petroleum Revolving Loan Fund (RLF) loan funding, including $553,000 in ARRA RLF funds (and $647,000 in Regular RLF funds) to be spent on remediation activities at the Former Columbus Wood Treating Plant Site located at 705 2nd Street (a.k.a. 53 Lafayette Avenue). With this loan, all of the Program's Brownfields ARRA RLF petroleum and hazardous substances funds are obligated. In summary, the Program has closed four loans using ARRA RLF funds: Elkhart ($600,000), Jeffersonville ($772,000), Goshen ($425,000), and Columbus (553,000).
Status Update: On September 30, 2011, the IFA closed a second loan with the City of Goshen for an additional $500,000 of hazardous substances Revolving Loan Fund (RLF) loan funding, including $425,000 in ARRA RLF and $75,000 in Regular RLF funds to be spent on remediation activities at the Former Western Rubber site. With this loan, all of the Brownfields ARRA RLF hazardous substances funds have been obligated. This leaves an uncommitted balance of $553,000 of Brownfields ARRA RLF petroleum funds available to be loaned on a first-come, first-served basis.
Status Update: As of September 30, 2011, the City of Elkhart ARRA RLF loan of $600,000 has been completely drawn. The IFA obligated and expended $200,000 of ARRA RLF petroleum funds for costs related to the LaBour Pump site cleanup. The Elkhart Foundry site has been demolished, and remediation has occurred with $400,000 of ARRA RLF hazardous substances funds. Closure reports for both sites are under Program review.
Status Update: Regarding the Jeffersonville loan of $772,000 that closed on March 31, 2011, remediation work continues at the Former BP Ellis site. As of September 21, 2011, the total ARRA RLF petroleum draw for this loan is $487,639.
Status Update: On March 31, 2011, the IFA closed a loan with the city of Jeffersonville including $772,000 in ARRA Revolving Loan Fund (RLF) petroleum funds (of the $1.6 million awarded by U.S. EPA) to be spent on the Former BP Ellis site. These funds were part of a $22.3 million State Revolving Fund (SRF) Program loan (of which $47,211 in SRF funds will also be used to address site issues).
Status Update: In November 2010, U.S. EPA approved a shift in funding to accommodate project budgets and $200,000 in ARRA RLF hazardous substances funds were deobligated for the Former Elkhard Foundry and Machine site, while $200,000 in ARRA RLF petroleum funds (along with regular RLF monies) were obligated to address the Former LaBour Pump site in Elkhart.
Status Update: On February 25, 2010, the IFA closed a loan with the city of Elkhart including $600,000 in ARRA Revolving Loan Fund (RLF) hazardous substances funds (of the $900,000 awarded) to be spent on the Former Elkhart Foundry and Machine site. These funds were part of a $2.95 million loan made by the IFA to the City of Elkhart combining ARRA RLF, $650,000 regular RLF ($150,000 in hazardous substances and $500,000 in petroleum funds), plus state low-interest loan (LIL) and State Revolving Fund (SRF) Program loan funds to address contamination on the two brownfield sites.
Indiana Finance Authority awards LUST Recovery
Status Update: As of September 30, 2011, Indiana has approved eligible sites for work that obligated 100% of its $4,039,000 LUST ARRA award. As of December 30, 2011, Indiana has expended $3,376, 165.96 or 83.6% of its grant award. Work has been completed and No Further Action (NFA) determinations issued for 9 sites. To date, work on the 28 approved sites has resulted in the removal of 13,685 tons of contaminated soil and 52 underground storage tanks, preparing over 18 acres for redevelopment.
Indiana Finance Authority prepares for anticipated awards of Brownfields and LUST Recovery Act Funding
Status Update: 9/23/09 - On July 16, 2009, the U.S. EPA awarded the State of Indiana $4,039,000 in LUST Recovery Act funds. Work is underway at 14 sites approved by the Program for LUST ARRA funding using consulting firms qualified by the IFA in May 2009. Work on these 14 sites is estimated to cost $1.46 million, and result in the removal of 36 underground storage tanks and 11,200 tons of contaminated soil, making 6.56 acres ready for redevelopment.
On August 4, 2009, the U.S. EPA awarded the Indiana Brownfields Program $2,500,000 in Brownfields Recovery Act revolving loan funds for cleanup of brownfield sites, $900,000 to address hazardous substances and $1.6 million for petroleum contamination. Funds will be used to replenish the Program's revolving loan fund, from which the Program will provide loans and sub-grants to support cleanup activities at several of the 31 shovel-ready sites identified by municipalities in the State that are contaminated with hazardous substances and/or petroleum.
Status Update: 4/17/09 - The U.S. EPA announced the availability of $100 million in Recovery Act funds that will be used to supplement eligible brownfields revolving loan fund (RLF) grants and to award grants to entities that applied for assessment, cleanup and RLF grants in November 2008. EPA plans to make available approximately $40 million to supplement previously awarded RLF capitalization grants and, in order to ensure that money under the Recovery Act is distributed as quickly as possible, EPA will use the current Fiscal Year 2009 competition for assessment, RLF, and cleanup (ARC) grants to award the balance, approximately $60 million, to selected applicants. EPA plans to announce all successful ARC applicants within the coming weeks and the application deadline for Recovery Act supplemental funding for current RLF grantees, which includes the Indiana Finance Authority, is May 1, 2009. Please review the information under the 'Applications, Deadlines, and Calendar of Events' section regarding the opportunity for a brownfield redevelopment project in your community to be included in the IFA's application for supplemental Recovery Act RLF funding.

Status Update: 3/24/09 - The Authority submitted a draft work plan to the U.S. EPA for anticipated LUST Recovery Act funds on February 27. Comments have been received by the Authority, work plan revisions are underway, and the deadline for submission of a final work plan is April 1, 2009. The U.S. EPA released Draft LUST Recovery Act Program Guidance for review by the states on March 13th; this guidance is anticipated to be finalized soon. Brownfields Recovery Act Program Guidance is anticipated for release by the U.S. EPA in the near future, but the Authority has not received any draft guidance for review.

Application Deadline for U.S. EPA Brownfields Revolving Loan Fund Grantees to request supplemental Recovery Act funding for the RLF Program
The U.S. EPA is accepting requests for Recovery Act supplemental funding from current RLF grantees. Priority consideration will be given to funding those grantees who can demonstrate they have shovel-ready projects that will result in job creation. The Indiana Finance Authority, which plans to apply by the May 1, 2009 deadline for Recovery Act funding to supplement its existing RLF capitalization grant, is seeking to identify brownfields cleanup and redevelopment projects from across the state that satisfy the application criteria to include in its application for potential funding. Specific information on eligible entities and submitting a request for Recovery Act supplemental RLF funding is available in the Federal Register Notice, Process and Consideration Guidelines.
Please review the Federal Register Notice and Process and Consideration Guidelines to determine whether a site/project in your community satisfies the criteria below before bringing it to the Program's attention to be considered for inclusion in the Authority's application:
- Cleanup/redevelopment will promote the goals of the Recovery Act through increased job creation, retention and economic development
- Project incorporates sustainable reuse and renewable energy
Notable elements of the Recovery Act funding being made available through this application process are:
- Up to $200,000 may be made available as an individual subgrant, but if the site/project promotes the goals of the Recovery Act through increased job creation, retention and economic development, the Authority may apply for a waiver of the $200,000 subgrant limitation.
- The 20% cost share requirement is waived.

Application Deadline for U.S. EPA Brownfields Job Training Grants
The U.S. EPA is accepting applications from eligible governmental entities and nonprofit organizations to provide environmental job training projects and to facilitate job creation in the assessment, remediation, or preparation of brownfields sites for sustainable reuse. The U.S. EPA anticipates awarding 10-12 cooperative agreements, whose maximum value each shall not exceed $500,000.
Eligible applicants must identify and propose to serve a community that currently receives, or has received, financial assistance (federal, state, or tribal) for brownfields assessment, revolving loan fund, cleanup, site-specific work carried out by state or tribal response programs, and/or targeted brownfields assessments performed directly by the U.S. EPA.
The U.S. EPA is soliciting applications for projects that can be started expeditiously by applicants who can demonstrate the ability to contribute to economic recovery through the creation and/or preservation of jobs.
