The Chairman called the meeting to order at approximately 9:05 A.M. The Commissioners approved the minutes of the March, 2000 meeting.
Discussion of Proposed Advisory Opinions:
PAO 2000-4: Whether non-compensated, volunteer lobbying services donated to the World Police and Fire Games should be reported and, if so, how? The commissioners agreed to have the Executive Director publish this PAO and requested that she return to the August meeting with an FAO. PAO 2000-4 is attached and incorporated by reference into these minutes.
Discussion of Final Advisory Opinions:FAO 2000-01: Whether lobbyists' contributions to the Host Committee of the National Conference of State Legislators is reportable and, if so, how it is to be reported?
All four commissioners voted in favor of ratification. FAO 2000-1 is attached and incorporated by reference into these minutes.FAO 2000-02: Whether lobbyists' contributions to the Women in Government conference is reportable?

Question PresentedWhether pass-through income paid by a subchapter-S corporation to an individual who is a registered compensated lobbyist for that corporation must be reported as compensation for lobbying by the corporation, based on the amount of time spent lobbying by that compensated lobbyist.
