Quasi-Governmental Agencies
Quasi-agencies are generally not state agencies. These entities are often created by statute, but separate from the state in their corporate and sovereign capacity. They carry out some public function and often receive some tax dollars. These Quasi-agencies can be referred to as an ‘instrumentality’ of the state, an instrumentality of government, or as a separate corporate and body politic. Quasi agencies are required to post their information on the ITP. Information posted on ITP only consists of state tax dollars unless otherwise noted. Auditor of State (AOS) maintains the state’s financial records and reports, oversees and distributes local government tax distributions, pays the state’s bills and employees.
Department of Education (DOE) oversees primary and secondary education in the state. The department is managed by the Indiana Superintendent of Public Instruction who serves as a voting member and the chair of the Indiana State Board of Education. Department of Local Government Finance (DLGF) provides salary information for Local Government Units, Schools or Higher Education through the Gateway Portal. The DLGF is also responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.
Department of Revenue (DOR) administers more than 60 different tax types and annually process more than $18 billion of tax revenue.
Indiana Board of Tax Review (IBTR) is a bipartisan appeals board that reviews determinations by local/county assessment officials concerning the assessed value of tangible property, property tax deductions, or property tax exemptions. Also reviews assessment determinations made by the Department of Local Government Finance.
Indiana Department of Administration (IDOA) is an agency that provides support services to other state agencies, assuring the smooth function of state government.
Indiana Economic Development Corporation (IEDC) is the State of Indiana's lead economic development agency. The IEDC attracts and supports new business investment, and seeks to create new jobs throughout the state. You can view data on economic development projects that the IEDC undertakes here.
Indiana Finance Authority (IFA) oversees state debt issuance and provides efficient and effective financing solutions for state, local and business investment in Indiana.
Indiana Office of Technology (IOT) is established under Indiana Code 4-13.1. The agency is required to establish standards for the state’s technology infrastructure and supports agencies technology needs.
Indiana Public Retirement System (INPRS) advances the achievement of retirement security for current and future retirees and beneficiaries through delivery of operational and investment excellence, exemplary customer service and trusted stakeholder communication.
Management Performance Hub (MPH) provides analytic solutions for state agencies to assist in making informed management and policy decisions.
Office of Management & Budget (OMB) brings together the financial and auditing functions of the state.
State Board of Accounts (SBOA) performs audits of state and local governments, prescribe uniform accounting standards, and train public officials and employees. Audit reports issued by the SBOA can be found here.
State Budget Agency (SBA) serves as fiscal analyst, administrative budget officer, fiscal forecaster and fiscal policy adviser to the Governor.
State Personnel Department (SPD) provides human resources services to the executive branch of government.
Treasurer of State (TOS) is responsible for investing public funds, and overseeing the management of the state’s financial assets. The TOS is also the Trustee of the Indiana State Police Pension Trust, chair of the Indiana Education Savings Authority, the Indiana Bond Bank and the Statewide 9-1-1 Board. Additionally the office manages TrustINdiana.
