Recovery Housing Program
Overview
The Recovery Housing Program (RHP) offers funding for communities to provide stable transitional housing for individuals in recovery from a substance use disorder. The Office of Rural and Community Affairs is administering this pilot program in partnership with the Indiana Family and Social Services Administration to build or rehabilitate facilities that provide temporary, supportive housing. A total of four allocations have been granted to the State to administer, totaling $3.69 million.
RHP was authorized under Section 8071 of the Support for Patients and Communities, or SUPPORT, Act. HUD published its formula in the Federal Register on April 17, 2019 (84 FR 16027), identifying 25 eligible grantees and allocation percentages.

Current Funding Round
Additional funding for the Recovery Housing Program will depend on additional funding allocations from Congress. OCRA will provide program updates once funding determinations are announced.
Eligible Communities
Lead applicants must be an entitlement city, non-entitlement city, county or incorporated town that possesses the legal capacity to carry out the proposed program. The lead applicant may contract with a 501(c)(3) not-for-profit organization to carry out the activities of an eligible project, provided that the organization can document its nonprofit status with the U.S. Internal Revenue Service, the Indiana Department of Revenue and the Indiana Secretary of State.

Eligible Activities
Eligible activities within the RHP Grant must relate to the rehabilitation or construction of recovery residences which meet Level 2, 3, or 4 National Alliance of Recovery Residences standards.
Eligible activities include:
- Public facility rehabilitation and improvements
- Acquisition and disposition of real property
- Administration
RHP Projects must benefit a limited clientele whose population is at least 51% low- and moderate-income, as modified by Notice of FY2020 Allocations, Waivers, and Alternative Requirements for the Pilot Recovery Housing Program.

Owner Occupied Rehabilitation Grant Program
Overview
The Owner Occupied Rehabilitation Grant empowers Indiana communities to establish local home repair programs. Awarded communities create programs that directly fund repairs on owner occupied residential properties, including roof replacement, heating, cooling, and water heater replacement, lighting and electrical upgrades and ADA accessibility modifications up to the threshold of the home. This program allows communities to improve their housing stock and for low-income homeowners to age in place, have better mobility and make needed repairs for their comfort and safety.
Eligible Communities
Lead applicants must be a non-entitlement local unit of government (city, county, or incorporated town) that possesses the legal capacity to carry out the proposed program.
If the applicant has previously received any CDBG funds through OCRA or IHCDA, the applicant must not have any unresolved monitoring/audit findings, any overdue grant reports or any overdue closeout documents.
Applicants must notify their community liaison of their intent to apply. Applicants without previous OOR-related experience are required to have a site visit with their community liaison prior to application. Collaborating with community liaisons on application materials is highly encouraged.
Eligible Activities
Eligible activities that communities may offer in their Owner Occupied Rehabilitation programs include:
- Rehabilitation activities of privately owned residences:
- Roof repair or replacement
- ADA accessibility up to the threshold of the home
- Heating and cooling replacement
- Select lighting and electrical upgrades
- Water heater replacement
Application
OCRA’s CDBG Owner Occupied Rehabilitation Grant opens for applications on Oct. 17, 2024.
Applications will be accepted until 11:59 p.m. ET on Nov. 15, 2024, via the Indiana Electronic Grants Management System, found here. Applicants are encouraged to submit their applications prior to 4 p.m. ET on Nov. 15, 2024, as technical assistance will not be available after that time.
