In 2018, via executive order, the Indiana Office of Work-Based Learning and Apprenticeship (OWBLA) was created within the Department of Workforce Development (DWD). Today, as part of a broader employer-focused team, known as the Office of Workforce Solutions and Engagement, OWBLA continues connecting Hoosiers to Hoosier employers by developing, promoting, and supporting Registered Apprenticeship (RAP), State Earn and Learn (SEAL), and Pre-Apprenticeship (Pre-RAP) programs. These comprehensive, structured, yet flexible, programs include on-the-job training, related instruction, certifications, and detailed training plans that are high-quality and certified. Quality work-based learning programs address the skills needed for long term career goals and can include a High School Equivalency or English Language Leaners component. Since 2018, OWBLA has been awarded more than $10 million in apprenticeship expansion funding. Through OWBLA, Indiana has created a statewide system of intermediaries for RAP, SEAL and Pre-RAP programs, gaining efficiency and effectiveness in program development, funding, and delivery directly to businesses at the local level. Since its inception, OWBLA has evolved in its scope, funding, and role.

To the fullest extent permitted by law, the OWBLA shall:

  • Engage and coordinate with the US Department of Labor in expanding federal apprenticeship opportunities in our State, specifically targeting emerging industries and diverse populations;
  • Develop a framework for state-approved pre-apprenticeship models for youth as well as "earn and learn" programs that complement and enhance the federally registered apprenticeship model overseen by the USDOL;
  • Support and expand work-based learning models for both youth and adult populations;
  • Engage business and industry in developing and implementing solutions in partnership with education systems;
  • Increase business and industry engagement in schools through a coordinated structure;
  • Create turn-key models for implementation in industries as well as education systems;

In order to promptly, comprehensively, and proactively respond to the current and anticipated future shortage of skilled workers in our State, all state agencies and instrumentalities are directed to cooperate with, and provide assistance to, the OWBLA in implementing this Executive Order to the fullest extent permitted by law.
