Lead Service Line Inventory Funding

For Community Water Systems that serve <1,000 service connections

All Community Water Systems with less than 1,000 service connections (and Non-transient Non-Community Water Systems) have access to the free Lead Service Line Inventory Technical Assistance Program ("LITAP") provided by the Alliance of Indiana Rural Water and its partner, Arcadis. NEW! Coming Spring 2024, the Alliance of Indiana Rural Water will assist utilities serving <1000 service connections with hydro-excavation needs related to validation. To apply, register for LITAP assistance at Alliance's website.

For Community Water Systems that serve > 700 service connections

Beginning in 2024,CWS with greater than 700 service connections are eligible for IFA's LSL Inventory Funding Program. In addition, non-competitive funding can be used for validation needs. However, equipment purchases are no longer eligible.

Application

This application is for Community Water Systems that serve >700 service connections. The deadline is February 29, 2024

Before you begin, please be sure you have:

  • Reviewed the IFA Program Guidance and FAQs on our website.
  • Used the IFA LSL Inventory Application Checklist to prepare the information needed to enter into this application.
  • Executed the Scope of Work Certification Form
  • Uploaded an Inventory to IDEM' s120Water PWS Portal (Type II & III only)
  • Locate the amount of your Round 1 funding award (If applicable) to determine how much you are eligible for in Round 2. Email LSLIgrants@ifa.in.gov if  you forget/do not know your Round 1 award amount.

Tips for using the online application:

  • Do not start an application until you are ready to submit. Use the PDF of the application on the website to review ahead of time.
  • Utilize the " Save and Continue later" function needed.
  • Do not resubmit an application. If you are not sure if you already submitted, please email us at LSLIgrants@ifa.in.gov

Summary of the IFA Lead Service Line (LSL) Inventory Funding Program

The IFA LSL Inventory Funding Program will be offered in two Rounds to ensure communities have time to develop eligible projects. The Round 1 application period ran from April 24, 2023 to June 9, 2023. The Round 2 application period will be open January15 to February 29, 2024. A third round is not currently anticipated. Approximately $7,000,000 was available in total for both rounds, with approximately $5 million left to spend in Round 2.

The IFA established the LSL Inventory Funding Program such that every eligible utility that applies for eligible work will be awarded non-competitive funding as long as appropriate application materials are submitted. The funds for the IFA LSL Inventory Funding Program will be distributed by Project Type and a utility's number of service connections. This means that noncompetitive funding can be used for validation (Type III) work. See Table 1. The funding levels in Table 1 are the maximum amount a utility can apply for the IFA LSL Inventory Program in aggregate for Round 1 and Round 2. If your utility received Round 1 funds, please deduct that amount to determine your maximum for Round 2.

Type I Project-  a basic desktop inventory; usually a paper exercise.

Type II Project- planning or design work needed to prepare for replacement work.

Type III Project- validation work, needed to reduce unknowns. Note, equipment purchases are no longer eligible. All work must be done using a Professional Service Agreement.

For Type II and III applications, utilities are required to upload the majority of their lead service line inventory to the IDEM "PWS Portal". This is a different step from submitting to the IDEM " State Dashboard",  which triggers other regulatory steps. For questions about IDEM Portal, contact support@120water.com or DWBMGR@idem.in.gov

Noncompetitively funded project applications will be awarded as soon as received and approved. Competitively funded projects will be awarded after the application period closes (February 29, 2024)

For all Project Types, the IFA will enter into a Professional Services Agreement with the Service Provider selected by the utility. This arrangement allows utilities to work with a Service Provider of their choice without having to encumber debt or administer a grant. Utilities will be asked to identify a Service Provider (i.e., third-party consultant, etc.) at the time of application and submit Scope of Work Certification signed by both Service Provider and utility, which ensures all parties agree to the project.
