The Federal Section 5317 Program authorizes federal assistance grants to assist transit systems in meeting the needs of Disabled individuals, above and beyond ADA requirements.  Projects include extended service hours, larger coverage areas, assistants on busses, and others. INDOT administers both Rural and Small Urban awards.

The Section 5317 State Management Plan is designed to assist current and potential grant recipients in fulfilling the various requirements of receiving federal financial assistance in accordance with the Federal Transit Administration (FTA) Circular 9045.1E. Its purpose is to outline the Indiana Department of Transportation's (INDOT's) plan for administering the Section 5317program and as a source of guidance to current grantees and interested parties.
