Local Emphasis Programs

Local Emphasis Programs (LEPs) are enforcement strategies created by OSHA regional or area offices. They focus on specific hazards or industries that pose higher risks to workers within a local jurisdiction.

An LEP may cover a single area office or be issued as a Regional Emphasis Program that applies to all offices in that region. Each LEP includes outreach to help employers understand the program and the hazards it aims to reduce. Outreach may include mailings, training at local trade shows, or presentations to industry and labor groups.

National Emphasis Programs

National Emphasis Programs (NEPs) are temporary programs that direct federal OSHA resources toward specific hazards or high‑risk industries. OSHA evaluates existing and potential NEPs using inspection data, injury and illness data, reports from the National Institute for Occupational Safety and Health (NIOSH), peer‑reviewed studies, inspection findings, and other available sources.
