Education and Training Choices Provider Application

GENERAL INFORMATION AND INSTRUCTIONS

The workforce development system established under The Workforce Innovation and Opportunity Act (WIOA) emphasizes informed consumer choice, job-driven training, provider performance, and continuous improvement. The quality and selection of providers and programs of training services is vital to achieving these core principles.

Under WIOA, a designated State agency is required to compile and disseminate a single statewide list of eligible training providers, known as the Eligible Training Provider List, (ETPL). For matters of administration, the State of Indiana shall be represented by the Department of Workforce Development, (DWD). This statewide list ensures the accountability, quality, and labor-market relevance of training programs that receive funds through WIOA. Likewise, it is also a means for ensuring informed consumer choice for individuals who are eligible for training services. In Indiana, this statewide list is called INTraining.

REASON FOR APPLICATION

Service providers of program(s) that focus on demand occupations and whose performance qualifies them to receive WIOA funding will be placed on the statewide INTraining list. Participants eligible for training will receive a voucher that may be used at a training provider selected from the INTraining list. The applicable program(s) offered by a training provider must be on the INTraining list to be eligible to redeem WIOA training vouchers.

WHO QUALIFIES AS A TRAINING PROVIDER?

In order to be eligible to receive WIOA funding for the provision of training services, providers shall be:

  • An institution of higher education that provides a program that leads to a post-secondary credential; or
  • An entity that carries out programs registered under the Act of August 16, 1937 (commonly known as the "National Apprenticeship Act"; 50 Stat. 664, chapter 663; 29 U.S.C. 50 et seq.); or
  • Another public or private provider of a program of training services, which may include joint labor-management organizations and eligible providers of adult education and literacy activities under title II if such activities are provided in combination with occupational skills training.

HOW DO I GET ON THE STATEWIDE LIST?

Training providers may submit an application through the INTraining website to begin the process of initial eligibility. All applications for the statewide Eligible Training Provider list will be completed online at: https://webapps.dwd.in.gov/INTraining/search-flow.htm?execution=e4s1. CAN MY ORGANIZATION EXPECT REFERRALS AND FUNDING BY BEING INCLUDED ON THE STATEWIDE LIST?

Completion of an application and inclusion on the statewide training list does not guarantee referrals of funding in any way.
