Virgil Giles is the Director of the Indiana Commission on the Social Status of Black Males (ICSSBM), a cultural commission operating under the umbrella of the Indiana Civil Rights Commission (ICRC).
Before being named the Director of ICSSBM in March 2023, Virgil was the Deputy Director of External Affairs for ICRC serving as the team lead for all education programs and initiatives, marketing, public outreach, public relations, and communications efforts for the agency. During that time, Virgil also provided oversight for the State’s five cultural commissions that are housed within the agency.
Prior to joining ICRC, Virgil served as the Communications Project Manager at Indiana University’s Office of Technology Services, working on high-priority projects for internal and external clients and other teams related to research and education networks and IT security. Virgil also partnered with business development teams to research and analyze potential markets for services, then develop communication and marketing plans to best reach target audiences, lead development and production of marketing and communication products, and measure and evaluate the effectiveness of those campaigns.
Virgil spent over 20 years in the State of Illinois as a registered Lobbyist/Director of Communications and Government Relations with Advocate Health Care where he partnered with elected officials at the local, state, and federal levels of government to educate policy makers and assist in the development of sound health care policy. While in Illinois, Virgil also served as a Lobbyist for ADA paratransit riders, and a Grant Writer/Communications Manager for Thornton Fractional High School District 215.
Virgil earned an MSC from Northwestern University, and a Bachelor of Arts degree in Communications with a focus in Journalism and Public Relations from Eastern Illinois University.
As a career public affairs practitioner, Virgil has achieved positive outcomes in the fields of Education, Health Care, Public Transportation, Public Relations, Marketing and Communications.
