Guidelines for Grant Program Applicants
The Commission partners with grassroots organizations working to reduce or eliminate barriers to opportunities and access to meaningful employment, education, and health care. To achieve its mission, the Commission identifies, funds, and collaborates with local organizations that have a clear mission, prioritize the community, and deliver measurable results.
Allowable Activities for Funding
The Commission offers funding in the following areas, for which an organization can apply:
- Education: Provides academic enrichment and achievement opportunities, civics education, and preparation for post-secondary education.
- Criminal Justice: Provides incarceration prevention programming and re-entry avenues for formerly incarcerated individuals transitioning back into society.
- Employment: Provides opportunities for skills-based training, entrepreneurship programming, and youth job engagement services.
- Health: Provides targeted access to care, health education, and mental health services.
- Social Factors: Provides family support services, violence reduction interventions, and self-development and empowerment initiatives.
The Commission will not consider partnership applications that are intended for the following purposes:
- Endowment or capital costs
- Capital campaigns
- Work for which results, and impact cannot be measured
- Advertising
- Advocacy or political causes
- Operational expenses or existing financial deficits
Application Process
Please complete the grant application form and submit all requested documents by November 4, 2024. A feedback form will be available, and you may include any comments regarding the application. Your feedback will allow the Commission to improve the application process.
Submission Deadline
The 2024 ICSSBM Grant Application is open from September 2, 2024, to November 4, 2024. Any questions regarding the grant process may be directed to Director Virgil Giles at vgiles1@icrc.in.gov.
Procedure for Recusal
Pursuant to Indiana Code § 4-2-6-9 (a)(1), Commission members are prohibited from participating in any decision or vote or matter relating to that decision or vote if they have a financial interest in the outcome. When a potential conflict of interest arises, Indiana Code § 4-2-6-9 (b) requires Commission members to notify their Ethics Officer and Appointing Authority in writing and either seek an advisory opinion from the Indiana State Ethics Commission or file a written disclosure statement.
Key Updates for the 2024 Grant Cycle
To receive grant funding from the Commission, you must be a certified vendor with the State of Indiana. Eligibility will be determined by whether applications for certification have been submitted (if you're not already certified) by November 4, 2024. Applicants who lack certification will not be eligible for consideration.

Applicants registered as certified vendors must also ensure their organization's tax status is in good standing with the Indiana Department of Revenue before applying.
