Indiana Antique Landfills and Open Dumps

The history of solid waste regulations in Indiana began in 1953 with county ordinances to govern the disposal of “garbage and rubbish.” From there, solid waste regulations grew into a 258 page Rule (329 IAC 10). Below are lists and maps with waste locations from earlier times in Indiana’s regulatory history.

Antique Landfill Lists

The lists of antique permitted landfills and open dumps were compiled over the years, starting with the Open Dump Inventory (ODI) in 1976. Some lists are handwritten, have margin notes, or were internal memoranda. These lists are not comprehensive but represent the best available information IDEM currently has.

Open Dump Inventory Maps

In 1980, the Indiana State Board of Health (ISBH) contracted with the Environmental Systems Application Center (ESAC) of the School of Public and Environmental Affairs (SPEA) to perform an aerial photographic survey for the purpose of locating unknown solid waste disposal facilities. SPEA compiled a list of proposed counties in consultation with ISBH for aerial surveys.

The minimum size for a dump to be included in the aerial survey was 1,000 square feet, which equaled the “area required to park five automobiles.”

During the same period mail surveys with various government entities were conducted for each county.

The locations of dumps and landfills identified in both surveys were added to oversized county maps with small stickers. These historical maps can be accessed by clicking on the interactive map below. Aerial survey dump sites were plotted with 1/4 inch black triangles. Mail survey dump locations were plotted with orange circles. Permitted landfills were plotted with solid and open black squares (open and closed facilities, respectively). Details for how the survey was conducted, what constituted a dump, and the legend for the stickers on the scanned maps can be found in the document ODI1 while additional resources are located in the ZIP file. In that file, numbers at the bottom of entry pages in Permitted Active Disposal Site Data and Permitted Inactive Disposal Site Data refer to latitude and longitude.
