SRF Incentive Programs - Nonpoint Source Green Project Reserve Lead Service Lines

The State Revolving Fund (SRF) Loan Program is pleased to offer four incentive programs, which encourage SRF Loan Program participants to pursue projects that further improve the public and environmental health of Indiana.  Integrating these project components into SRF Financing can lead to a reduced interest rate.

The Current Indiana SRF Incentive Programs are:

Lead Line Replacement Incentive Program, under the DWSRF Loan Program

To be eligible for this program a project must include projects that replace complete lead and galvanize pipe service lines.

By participating a community may be eligible for improved ranking on the SRF Project Priority List and an interest rate as low as 0%.

The Green Project Reserve Sustainability Incentive Program, under CWSRF and DWSRF Loan Programs

Green projects include sustainable green infrastructure, water or energy efficiency measures, environmentally innovative solutions, or classified as being climate resilient.  Based on the type and cost of the green component, a community may be eligible for improved ranking on the SRF Project Priority List as well as an interest reduction up to 0.5% on its SRF Loan.

The IFA Environmental Programs Brownfield Incentive Program, under the CWSRF Loan Programs

Eligible projects include the cleanup of brownfield sites contaminated with hazardous substances that impact surface or ground water quality.  Integrating a brownfield project with a wastewater infrastructure project lowers the interest rate for a loan by up to 0.5 percent, making available additional funds that can be applied to qualified nonpoint source activities.

Nonpoint Source Incentive Program, under the CWSRF Loan Program

Eligible nonpoint source projects must provide water quality benefits to their respective communities.  Example projects may include:

  • Erosion control measures - vegetative and structural or non-structural;
  • Failing septic system - repair, replacement and connection to sewer;
  • Storm Water best management practices;
  • Agricultural and waste management best management practices.

Nonpoint source components may make a community eligible for improved ranking on the SRF Project Priority List as well as an interest reduction up to 0.5% on its SRF Loan.
