Mark Mitchell, Director of Investigations
Mark Mitchell is the Director of Investigations effective August 2020 after having served as the Assistant Director for several years and as special agent since 2007.
Mark earned a B.A. in Business Administration from Indiana Wesleyan University in1991. He attended the Command Officers Course conducted by the Southern Police Institute in 1996 and the 202nd Session of the Federal Bureau of Investigation - National Academy in 2000.
Mark has 44 years of accumulated law enforcement experience that began in 1976 with the Indiana State Police where he served in various positions of responsibility and leadership before retiring in 2003. In 2003 he joined the Indiana Department of Revenue as Director of their Criminal Investigation Section. When Charity Gaming was split off from the Indiana Department of Revenue, he joined the Indiana Gaming Commission as Director of their Charity Gaming Section until 2007 when he moved to the Office of Inspector General as a special agent.
Tiffany Mulligan, Chief of Staff
Tiffany Mulligan serves as the Chief of Staff and Chief Legal Counsel for the Office of Inspector General. She has worked as an attorney, manager, and ethics officer with the State of Indiana in various roles since 2006. She served as an attorney, Ethics Officer and the Director of the Economic Opportunity and Prequalification Divisions at the Indiana Department of Transportation. She also served as the Associate General Counsel for Governor Pence and General Counsel for the Family and Social Services Administration. Tiffany graduated magna cum laude from the Indiana University Robert H. McKinney School of Law in Indianapolis and cum laude from Miami University in Oxford, Ohio. Prior to law school, she served over five years on Capitol Hill as a legislative aide to Senator Richard Lugar and Congressman Mark Souder. She is a native Hoosier.
Regan Perrodin, State Ethics Commission Director
Regan Perrodin joined the Office of Inspector General as the State Ethics Commission Director in July of 2024. Prior to joining the Office of Inspector General, Regan served as a Deputy Attorney General with the Indiana Office of Attorney General in their Licensing Enforcement & Homeowner Protection Unit and Administrative and Regulatory Enforcement Litigation Sections. Before serving in State government, Regan had a fellowship to work in housing law at Indiana Legal Services. Regan first moved to Indiana to attend Notre Dame Law School, and she graduated from there in 2020. Prior to law school, Regan attended Rhodes College, where she majored in Commerce and Business.
Cynthia Scruggs, Director of Administration
Cynthia “Cindy” Scruggs joined the Office of Inspector General in August of 2005 and has served as the Director of Administration for the office since March of 2012. Prior to coming to state government, Cindy worked in the Clay County Prosecutor’s Office. She has nearly 28 years of administrative experience in law enforcement offices and is a native Hoosier.
