IOT honors state and local agencies with the Best of Indiana awards

dgs

A number of local and state government employees attended the 22nd annual Government Technology's Indiana Digital Government Summit recently in Indianapolis.

Four local and state governments were announced for the Best of Indiana awards, with IOT's own Centralized Application Services team helping with ICRC's new Case Management system!

Best Application Serving an Organization’s Business Needs – Local: City of South Bend, Indiana: (pictured above). The Department of Innovation & Technology developed a new reporting and dashboard system for the City's Utility Assistance Program (UAP), which included important data integrations. This initiative provides valuable data to improve the assistance program, monitor utility instability and evaluate program outcomes. By analyzing this data, I&T and other relevant teams can identify opportunities to enhance the UAP program and ensure that residents receive the support they need.

Best Application Serving an Agency’s Business Needs – State: Indiana Civil Rights Commission: In August 2022, ICRC outsourced the work required to complete the development and implementation of its Case Management system used to track complaints regarding civil rights discrimination using a standard timeline feature that allows users to track various activities. A Customer Service application allows internal users to process cases members of the public can file through a Portal add-on.

The Indiana Civil Rights Commission joined forces with eimagine and forged a structured process that placed user feedback and buy-in at the forefront before diving into development. This strategic shift led to decreased rework and significant cost savings for Indiana taxpayers by avoiding extensive redevelopment expenses.

Best Application Serving the Public – State: Indiana State Department of Agriculture: Pictured right: (An ISDA representative receiving the Best of Indiana award).

The Indiana State Department of Agriculture (ISDA) collects annual financial reports (AFRs) from soil and water conservation districts (SWCDs). These reports are used to distribute matching grants to the 92 local districts. In late 2022, ISDA's director of information systems and a steering committee of SWCD and ISDA staff developed an automated process for receiving SWCD financial data and routing the forms for approval and payment within ISDA and the Lieutenant Governor's central business office. The system also increases transparency by providing automated notifications throughout the approval process. The new process also increased efficiency by distributing matching funds to SWCDs sooner. The new system was generally well received by SWCDs and after training all 92 districts were able to successfully submit their report to ISDA on time and receive their payment.

Best Application Serving the Public – Local: City of Bloomington, Indiana: Information & Technology Services Department: Pictured left: (The City of Bloomington receiving their Best of Indiana award).

CiviForm is an open-source tool developed to simplify and centralize online applications for government assistance. Bloomington is the second city after Seattle to deploy the Google.org CiviForm system. Current government partners also include Charlotte, NC and the state of Arkansas. The City of Bloomington's Information & Technology Services Department (ITS) and Google.org partnered to deploy the CiviForm platform with three initial applications: Utilities Customer Assistance program, Parks & Recreation Scholarship, and ITS Computer Surplus Request process.

ITS successfully launched Civiform on November 18, 2022. The team is committed to expanding their service offering and are active participants in the growing Civiform community, including governance and product design committees.

Congrats to everyone!

IOT's Local Government Program recognized

IOT's Local Government Program was recently recognized at Governor Holcomb's Public Service Achievement Award ceremony.

These awards recognize State of Indiana employees and teams who, through their commitment and innovation at work, have produced a measurable, positive impact on their agency’s finances, operations, or population served from January 2022
through June 30, 2023.

The IOT team and their agency partners pictured above have been traveling the state the last two years, inviting local government units to find how we can better protect against growing cybersecurity threats and attacks.

Local governments across Indiana are partnering with the Indiana Office of Technology as a resource for free cybersecurity training, web hosting and access to cost-saving technology and equipment.

Many of IOT's services are free, easy to access and implement, and they help reduce the burdens that come with the massive responsibility local governments face. This enables them to deliver government services more effectively and efficiently, saving time and money for the higher priority projects.
