Site Trunking is not an indication that the system or a given site is “down”. Site Trunking is a “fall back” condition for the particular site. The condition is short of Wide Area performance but is much better than being completely “off the air”. Site Trunking continues to provide service to users. The site is continuing to trunk as it is designed and users who continue to remain affiliated with a site that is in Site Trunking can continue to talk to each other normally. However, users affiliated with a site that is in Site Trunking cannot communicate with users who are affiliated with other sites that are either in Wide Area or Site Trunking and visa versa. The Site Trunking site is now operating independently all other sites and users.
Users/agencies do not need to report the Site Trunking problem to either IPSC or Motorola. The system is monitored 24/7 by either IPSC or Motorola Network Management personnel and any interruption in service is immediately recognized and the proper technicians are dispatched.
IPSC does not control the T-1 lines. IPSC is completely at the mercy and repair timelines of AT&T and the given local telephone exchange companies. We do monitor the repair progress and escalate problems when repairs exceed normally expected timelines. As our work time permits, our Network Operations Center tries to notify user agencies that we are aware of the problem and repairs are underway. However, such notifications may actually distract our NOC personnel from starting the repair process. Since we are not in control of the actual repair, we are never able to predict when a circuit will be restored.
