Biographical Note:
James A. Emmert was born on September 26, 1895, in Laurel, Franklin County, Indiana. He attended Northwestern University and received his law degree from Harvard Law School. Emmert served in the U.S. Army during World War I. He began practicing law in 1923 in Shelbyville, Indiana. In 1925, he was elected Mayor of Shelbyville and while serving in that office was elected Judge of Shelby Circuit Court (1928). He was relected to the Court in 1934. In 1940, he made a bid for the Republican party nomination for Governor of Indiana, but was defeated by Glenn Hillis. In that same year, Emmert was active in establishing the Indiana State Guard in which he served as the first commanding office of the First Battalion, Fourth Regiment. In 1942, he was elected Attorney General of Indiana and served two terms. Emmert was elected to the Indiana Supreme Court in 1946 and reelected in 1952. He served as Chief Justice during his final year on the bench, retiring on January 5, 1959. He died on April 14, 1974, in Shelbyville.

Scope and Content Note:
The collection contains 113 photocopies of newspaper clippings from The Shelbyville Republican, the Indianapolis News, the Indianapolis Star, and the Palladium Item dated 1925 to 1974. All the clippings deal with Emmert’s political activities or related matters. The collection also includes a letter written by Emmert as Attorney General of Indiana to Charles H. Bedwell, Chairman of the State Board of Tax Commissioners. The letter gives his official opinion regarding the taxability of certain intangibles under the Intangible Tax Law as requested by Bedwell.
